
Cannabis on the ballot
Recreational cannabis will be on the ballot in five states today.
Citizens of Arkansas, Maryland, Missouri, North Dakota and South Dakota will vote on statewide cannabis referendums.
Recreational cannabis is currently legal in 19 states, two territories, and the District of Columbia.
Some states allow citizens to circulate petitions and get a required number of signatures in order to put proposals on the ballot.
In North Carolina, the state legislature can put amendments and bond referendums on the ballot with a 60% vote from both houses -- but there's no process for voters to create ballot measures.
